For men, three things are measured abdomen (means at the level of the navel), neck (below the larynx) and height (without shoes), and for women four things are measured are abdomen (slightly above the navel), neck, height and hip (the largest circumference around the hip).

Now, when the measurements are ready, to calculate the percentage of body fat the following formula is used:

Percent of Body Fat = 495/(1.0324-.19077(log(abdomen-neck))+.15456(log(height)))-450.
